Mr. Powell expressed sur-
prise and frustration at Mr.
Duke's strong showing.
"We thought his momen-
tum had been stopped.
Before the election, there
were signs that Duke was
slipping. So we were very
surprised by his numbers."
Mr. Duke's campaign, Mr.
Powell said, may well serve
as a model for other ex-
tremists. "I think it's widen-
ed the crack in the door
through which the white
supremacist movement can
enter mainstream politics,"
he said. "And as Duke has
diluted his message in order
to broaden his base, the
center has tried to absorb
him by moving further to the
right. This will also increase
the number of candidates of
this kind."
According to Mr. Powell,
Mr. Duke shrewdly capi-
talized on a number of fac-
tors, including the state's
long economic slide, the
growing incivility of racial
politics and a growing
cynicism about political in-
cumbents.
Anti-Semitism was not a
major part of the Duke cam-
paign, Mr. Powell said.
"He muted the anti-
Sernitism," he said,
"because that doesn't com-
mand much attention here.
But I'm sure that his success
will embolden some people
on the anti-Semitic

Jews Praise
New Soviet Law

Washington (JTA) — The
Soviet legislature's adoption
of a law guaranteeing
freedom of religion has been
welcomed by the National
Conference on Soviet Jewry.
Details of the new law,
which was adopted by the
Supreme Soviet Oct. 3, were
not immediately available.
But Shoshana Cardin,
chairwoman of the National
Conference, expressed hope
that it would "enable all
Soviet citizens to practice
their individual faiths in
dignity and free from the
threat of persecution."
Previously, the Soviets
had paid only "lip service"
to religious freedom, said
Martin Wenick, the group's
executive director. He said
he hoped the new law would
allow people to "practice
their religion without
government interference."
Mrs. Cardin said there had
been recent progress in the
Soviet Union,
