Iraq, Israel

ding of the completely dif-
ferent circumstances that sur-
rounded the two cases.
Also bogus is Iraq's ques-
tioning why the world is
focusing on Saddam's refusal
to implement U.N. Resolution
660 when Israel hasn't imple-
ment U.N. Resolution 242 for
over 20 years.
In fact, Israel has always
supported 242. The reason
that it has not been im-
plemented is because the
resolution calls for direct
negotiations between the par-
ties leading to peace with

Iraq's focus on
Israel diverts 50
years of history.

secure boundaries for the
states in the region and, with
the exception of Egypt, none
of the Arab states have been
ready to accept Israel, and
negotiate peace. It is therefore
particularly ironic that the
Arab states make this corn-
parison when, in fact, they
are the main ones responsible
for the lack of progress.
In fact, if there is justifiable
criticism of the world com-
munity for not seeking the
implementation of 242, it lies
in the absence of sufficient
pressure on the Arab world
for 20 years finally to give up
the war against Israel and
negotiate peace.
Iraqi apologists also claim
the United States is unfair in
the way it comes down hard
on Saddam Hussein's inva-
sion while ignoring all the
years of Arab grievances
about Israel. This too clearly
is a diversionary tactic to
weaken U.S. focus on Iraq's
naked aggression, which also
misrepresents the Arab-
Israeli conflict and the U.S.
role.
Let us remember what the
Arab-Israeli conflict has
essentially been about for 40
years: Arab aggression
toward Israel; Arab refusal to
accept Israel; Arab boycott of
and propaganda against
Israel. These have been the
constants before and after
Israel's official birth; before
and after the Six-Day War;
before and after Israeli peace
with Egypt.
If one were to criticize the
U.S. role over the years in any
way, it would be because the
United States has not taken
sufficient leadership in
pressuring the Arabs to stop
this barbaric war against
Israel and to take care of their
own needs, including the
resettling of refugees.
In effect, then, when the
Arabs claim that the United

States has been unfair, what
they mean is that the United
States hasn't done enough to
help the Arab world destroy
Israel.
This points to the real, not
phony, connection between
Iraq's behavior and the Arab-
Israeli conflict. Iraq's inva-
sion and proclamation that
Kuwait has disappeared are
consistent with Arab at-
titudes and behavior toward
Israel over the years. Ex-
tremism, readiness to use
violence without limits, the
complete disrespect for a na-
tion's sovereignty and inter-
national recognition of that
nation, and the distortion of
history to justify the use of
naked force.
There is, of course, one
significant difference which
speaks volumes. Israel,
understanding the world in
which it lives, has of necessi-
ty made itself strong. Had it
not done so, it would have
disappeared like Kuwait. El
