CCAR Backs
Soviet Jews

New York (JTA) — The
Central Conference of
American Rabbis, the pro-
fessional organization of
Reform rabbis, has called for
electoral reform in Israel
and a strong show of support
for the only Reform Jewish
congregation in the Soviet
Union, among the other
resolutions passed during its
recent annual convention in
Seattle.
Close to 200 Moscow Jews
have formed the first Soviet
Reform Jewish community
in history, Congregation
Hineni. The CCAR strongly
urged the Soviet Union to
grant the congregation the
legal recognition it needs to
introduce Reform Judaism
to other Soviet Jewish com-
munities.
Further, the CCAR urged
its members to visit the
community, to send teams of
Reform Jews to inform
Moscow Jews about the
Reform movement, to
organize donation drives for
the Moscow synagogue and
to continue petitioning for
the release of the remaining
1,000 refuseniks, most of
them Moscow residents.
Several resolutions dealt
with Israel. The CCAR
called for a shift away from
proportional representation
to end what they termed the
"governmental paralysis" of
the last five years. They also
reaffirmed Jerusalem's role
as a united city and capital
of Israel.

Chief Aide
Ordered Held

Jerusalem (JTA) — The
investigation of Interior
Minister Arye Deri took an
unexpected turn this week
when his chief aide, Zvi
Jacobson, was ordered held
in custody for another seven
days, charged with fraud,
theft and breach of trust.
Mr. Jacobson was one of
seven people interrogated by
the police in connection with
Mr. Deri's alleged improper
disbursement of public
funds.
The 31-year-old minister
and his supporters in the
Shas Party have been trying
to discredit the investiga-
tion.
Judge Yitzhak Braz said
Mr. Jacobson would
doubtlessly have been likely
to disrupt the investigation
by trying to influence poten-
tial testimony had he been
released after questioning.
There is "a real and
reasonable suspicion" that
