and great-grandchildren of
those once highly identified
Jews are perforce entering
Jewish history, coming to
the state to which very many
of them never before felt a
close relationship, to a cul-
ture, tradition and language
which had been sealed and
forbidden to them.
This is the miracle of our
generation, the challenge
which neither Israel nor the
world Jewish community
dare fail to meet. The coop-
eration which has already
begun with energy and
dedication must continue,
despite the possible interna-
tional complications.
This is one of the great
hours of Jewish history.
For Russian Jewry, the se-
cond largest and almost lost
diaspora community; for the
hard-pressed Ethiopian
Jews, for increasing
numbers from Latin
America and elsewhere,
Israel now plays precisely
the role for which it was con-
ceived, destined and estab-
lished. May it continue to do
so ever more effectively.
We live the Soviet exodus
on two planes: the great, in-
spiring general picture, and
the day-by-day prosaic but
most significant needs for
shelter, work, cultural ab-
sorption.
Israel must in fact be
careful to avoid the devel-
opment of tensions between
the newcomers and our
young couples and ex-
servicemen who also urgent-
ly need housing at a
reasonable cost. That is a
matter which requires
supreme attention and effort
and which cannot be ne-
glected.
Here, too, the remarkable
mobilization of world Jewry
has a significant contribu-
tion to make.
There are additional press-
ing internal problems on
Israel's agenda. Economic
growth must be stimulated if
we are to find adequate and
appropriate employment for
our young people and the
many newcomers. The
weaknesses of our political
system and aspects of our
public life were exposed by
the three-month crisis that
preceded the setting up of a
new government.
In testimony to the matur-
