FALL

pan-Arab nationalists and
Islamic fundamentalists
who find common cause in
"driving the American in-
fidel from holy Arab soil."
Profound mistrust, even
hatred, of the West cuts a
deep swathe through the
Arab world, where honor is
the highest value.
It is a world whose
;historical memory, a matter
of profound shame and
humiliation at every level of
society, is clouded by the re-
cent colonial domination of
the British, the French, the
Italians, the Germans and
the defunct Ottoman empire.
It is a world, so
misunderstood by the West,
where immediate loyalty
belongs to family, clan and
region, and where the
broader, idealistic loyalty
belongs to the Arab nation
as a whole.
It is a world where borders,
arbitrarily drawn on maps
in the imperial chancelleries
of Whitehall, Paris, Rome
and Berlin, are irrelevant to
the larger Arab nation —
united by a common re-
ligion, language, culture and
tradition — that stretches
from the souks of Tangiers
and Baghdad to Marrakesh,
Damascus, Tunis and Cairo.
Ultimately, the lasting
legacy of colonialism in the
Middle East has been the es-
tablishment of artificial
sovereign states and the
creation of "royal
households" whose source of
authority remains the
unlamented former colonial
masters.
The political survival of
these authoritarian rulers,
particularly in the wake of
the United States interven-
tion, are the living embodi-
ment and constant reminder
of past shame. As such, they
lack legitimacy and are the
objects of hatred and ridi-
cule.
Saddam Hussein,
whatever his shortcomings,
is perceived as an authentic
man-of-the-people; a leader
who has emerged from the
grass roots, who is prepared
to defy the West and pose a
credible challenge to Israel,
the universal emblem of
colonialism in the Arab
world. His rhetoric ignites
the imagination of the pan-
Arabists, fires the expecta-
tions of the fundamentalists.
Perhaps, after all, the
events that are now un-
folding in the most volatile
and strategically sensitive
region are entirely
unavoidable, the product of
an ineluctible historical pro-
cess whose seeds were
planted in colonial history
