federations in North
America, was holding its
quarterly meetings at the
Waldorf-Astoria Hotel here.
CJF officials pointed out
that the administration's
proposed refugee ceiling for
1991 must still be approved
by Congress. The House of
Representatives has already
passed a bill allocating fun-
ding for 50,000 Soviet refu-
gees, 40,000 of whom are ex-
pected to be Jews. The
Senate is due to consider the
appropriations bill this
week.
And though safe passage of
the appropriations bill is ex-
pected, the outcome of cur-
rent negotiations on the fed-
eral budget may impact the
amount of money allocated
to the refugee program and
the number of Soviets the
U.S. government can afford
to sponsor as refugees.
If Congress is not able to
reconcile the federal budget
by Sept. 30, then across-the-
board cuts mandated by the
Gramm- Rudman-Hollings
Act will kick in. That could
mean a 30 percent cut in
funding for the federal refu-
gee program.

Immigrant
Issues Are
Topic Of Report

Waltham, Mass. (JTA) —
Finding a connection to the
Jewish community is not an
immediate and primary
motivation for Soviet Jewish
immigrants in the United
States.
Of overriding importance
for the newcomers are econ-
omic issues, which take
priority over social and
communal integration. In
fact, Soviet immigrants do
not see themselves as a
community, and becoming
one may not be the goal for
many of them.
These facts emerged at a
seminar held at Brandeis
University one year ago on
the problems of resettlement
facing Soviet Jews and the
steps communities can take
to assist the process. The
findings have just been
published in a monograph
titled "Through the Looking
Glass," which is to be
distributed this month.
One obvious point that
emerged was that cultural
difference, especially lang-
uage, prevent the
newcomers and the estab-
lished community from
understanding each other
and often cause anger and
disappointment.
