Eitan Proposes
Water Control

Tel Aviv (JTA) —
Agriculture Minister Rafael
Eitan says he will propose to
the Cabinet that Israel take
measures to retain perma-
nent control of the West
Bank's water resources
regardless of future political
developments affecting the
territory.
The hawkish former Israel
Defense Force chief of staff
who heads the Tsomet fac-
tion of the right-wing Tehiya
party told a news conference
here this week that half the
water consumed in Israel's
coastal region comes from
the West Bank.
Mr. Eitan said his con-
cerns differ little from those
of his Labor Party
predecessor, Avraham Katz-
Oz, who was agriculture
minister in the last Likud-
Labor unity government.
Mr. Katz-Oz asked the uni-
ty government "to create a
legal and political basis for
maintaining control of the
water sources," Mr. Eitan
said, but the government fell
before it could be considered.
"Our proposal will be basi-
cally the same, except this
government doesn't have
`land-for-peace' on its agen-
da," the minister said.
Mr. Eitan and his ministry
were sharply criticized last
week for using government
funds to publish full-page
advertisements in Israeli
newspapers stressing the
water shortage as a reason
why Israel can never relin-
quish the administered ter-
ritories.
He was accused of pushing
the Tehiya Party line while
his ministry paid for the
advertisements.
Mr. Eitan claimed that in
1963, when Jordan still con-
trolled the West Bank, the
Saudi Arabians suggested
that they drill for water in
the territory to deprive
Israel of it.
The Jordanians did not
drill, but Israel must ensure
that nobody else will be able
to in the future, Mr. Eitan
said.
