the moderate option in the
Arab world; that he has
raised a firestorm of expec-
tations among the most
radical elements in the re-
gion.
It is inconceivable that
moderate Arab leaders,
either individually or collec-
tively, will find the courage
to take any effective action
against the "Butcher of
Baghdad."
Whether the invasion of
Kuwait turns out to be a
temporary, punitive mea-
sure which will leave Iraq in
possession of strategically
valuable Kuwaiti territory
and cash assets or whether
Iraq has now virtually
annexed Kuwait, Mr. Hus-
sein is on the march.
And unless the interna-
tional community takes
swift, concerted and effective
action to stop him, there can
be little doubt that his
ultimate destination will be
Jerusalem. ❑

Israel To Import
Prefabricated
Housing Units

Jerusalem (JTA) — The
government has granted
Housing Minister Ariel Sha-
ron permission to import
prefabricated homes to ease
the housing crisis brought
about by large-scale im-
migration.
While the decision, made
at a special Cabinet session
Aug. 2, fell far short of the
crash program urged by
Mr. Sharon, it was a victory
for the housing minister
over Finance Minister Yit-
zhak Moda'i, who has warn-
ed that Mr. Sharon's plans
could wreck the economy.
The Cabinet adopted a
compromise proposal offered
by Prime Minister Yitzhak
Shamir.
The housing ministry was
authorized to import 9,000
prefabricated and 5,000
mobile homes. In _addition,
6,000 permits will be issued
in the private sector to im-
port housing.

Mr. Sharon told the
Cabinet on July 22 that
prefabricated housing could
be expected to arrive in
November or December,
Ma'ariv reported last week.
The entire program will
cost an estimated $500 mill-
ion. Mr. Sharon's plan called
for the purchase of 50,000
mobile homes and 40,000
prefabs over the next two
years, at an estimated cost of
$3 billion.
