Interior Minister Peter- Michel Diestel disclosed in a newspaper interview published Tuesday that Abu Daoud was assisted and pro- tected by East German au- thorities after the massacre, in which 11 Israeli athletes and a policeman were killed. Diestel's revelation was the latest of several reports. Another whom the East Germans assisted was the Venezuelan-born terrorist known as Carlos, alleged mastermind of the June 1976 Air France hijacking to Entebbe, Uganda. Carlos also received protection from the former Communist regime in Hungary, that country's interior minister, Balzas Horvath, disclosed last month. Diestel said the East Ger- man Communist regime maintained close contacts with the Palestine Libera- tion Organization almost to the end of its tenure, supply- ing the PLO with equipment and training. When this assistance was cut off late last year. PLO chief Yassir Arafat sent an emissary to East Berlin to try to convince the new government to resume the aid, but it refused. Arafat's foreign policy ad- viser, Farouk Khadoumi, reported to the PLO leader- ship that the new East Ger- man government was stan- ding by its decision to stop helping the PLO, Diestel said. But under the old regime, Diestel said, terrorists seek- ing sanctuary in East Ger- many received medical treatment and were accord- ed various privileges, in- cluding the right to stay in the country and help in ob- taining forged passports. That situation prevailed for more than 10 years, through the late 1980s, Diestel said, adding that it could not have occurred without the knowledge and direct intervention of East Germany's former leader, Erich Honecker, and the top Communist Party hierarchy. Honecker has denied the charges. Diestel says he will provide evidence.
