A HEALTHY IDEA FROM

permitted to present his
credentials and the nominal
relations with Israel were for-.
mally severed following the
Israeli invasion of Lebanon in
1982.
In the United Nations,
Nicaragua became staunchly
anti-Israel and was one of the
few Latin American nations
to support the annual Arab-
led effort to oust Israel from
the international forum.
An about-face, however, was
ushered in with the
Chamorro victory. In April,
the Israeli Foreign Minister
announced that Nicaragua
intends to restore diplomatic
ties with Israel within the
next several months.
Furthermore, according to
U.S. officials, Israel's Mossad
intelligence service has
agreed to President
Chamorro's request for help
in restructuring Nicaragua's
foreign intelligence ap-
paratus, which is rife with
hundreds of Cuban and
Soviet-trained operatives.
Yet much of Nicaragua's
political and economic future
hangs in the balance. With
runaway inflation, a frighten-
ing deterioration in the stan-
dard of living, and a national
treasury with only $3 million
in liquid hard-currency
reserves, Nicaragua's
economy is by all accounts in
dire straits. Furthermore, the
challenge of achieving na-
tional reconciliation after a
decade of civil war which
claimed 30,000 lives is
daunting.
For the Jewish community,
developments in Nicaragua
are viewed with what might
be termed cautious optimism.
Many of those in exile are
eager to help in the re-
building of Nicaragua. How-
ever, it is still unclear as to
which homes and factories
will be returned and unlike-
ly that those now in exile will
return unless they can regain
their property. Opportunity
knocks, yet apprehension re-
mains. ā‘
