1989 that obliges Moslems to
seek him out and kill him.
"No one will shed any
tears" if Rushdie were
tracked down and killed,
says Dr Muhammad
Ghayas, assistant director of
the Moslem Institute: "The
fatwa can never be
withdrawn. There is com-
plete consensus on this issue
as far as Moslems are con-
cerned."
While the traditional
Moslem leaders are vainly
attempting to hold the line
and steer a middle course
between Islam and the West,
it is the Teheran-inspired re-
ligious radicals who are
making the deepest inroads
into the hearts and minds of
the diverse, two-million-
strong Moslem communities
in Britain, seizing the in-
itiative as well as the power
and the influence.
Their passionate message
of devotion to Islathic cul-
ture and tradition is devoid
of conciliation and com-
promise; rather, it is a
"If the Moslem

clarion call to action, an at-
tempt to tap the deep wells
of disaffection among
Moslems, who perceive
themselves as disadvantag-
ed, disenfranchised and
humiliated in a hostile
Western world.
It is also an attempt to
weld them into an iden-
tifiable bloc which can exert
an influence on their host
societies: "Once we are
organized," said Ghayas,
"we will be able to exercise a
lot more political power in
all fields — political, social
and economic. Then the
policy-makers will then have
to take our interests and
aspirations into considera-
tion."
Professor Martin Mc-
Cauley, a specialist in
Moslem affairs at London
University, believes that the
clash between Islam and the
West is inescapable and will
dominate the political agen-
da for the next 10 years,
perhaps well into the next
century.
After the decline of Marx-
ism, he told me, Islam will
attempt to fill the ideological
void. Moslems, he says, will
claim that Communism was
bound to fail because of its
atheist roots and that Islam
is now the dynamic ideology:
"They already sense that
the future will be better for
them than the past."
Conventional wisdom in
the West has always held
that exposure to modern,
secular society would lead
Moslems to abandon, or at
least modify, the more ex-
treme elements in their
belief, elements which ra-
tionalists regard as irra-
tional.
But that thesis has failed
and now, says McCauley,
"there is no doubt that fun-
damentalism in on the rise."
There can, he says, be no
bridge between the West and
Islamic fundamentalism. In
the final analysis, he be-
lieves, Moslems will opt to
withdraw from Western in-
fluences by establishing vir-
tual states within states —
"no-go" enclaves where they
will impose Islamic law and
foster Islamic tradition, ex-
ercising complete, untram-
melled control over their
own communities.
Against all the odds, Dr.
Shimon Samuels, Paris-
based director of the Euro-
pean office of the Simon
Wiesenthal Center, believes
that Jews in particular have
a vital interest in continuing
to make every effort to
maintain a dialogue with
Islam and help to bolster the
modernists within the
Moslem world.
It is possible that Moslem
communities will be
"hijacked" by the funda-
mentalists, but if that
happens, he warns, the Jew-
ish communities in the West
are going to be."in a virtual
state of war. If the Moslem
communities are taken over
by people like Farrakhan,
there can be no dialogue. We
are simply not going to be
able to sit down and talk
with them."
While he strives to build
bridges across ever-growing
chasms, Samuels concedes
that "if you were to poll Jew-
ish communities across
Europe you would find
tremendous pessimism."
McCauley, meanwhile,
takes the longer view. "The
Moslems," he says, "have
been in Europe before." In
600 CE, they swept through
North Africa and Spain. In
1683, they returned via the
shorter route through
Hungary and were stopped
only when they reached the
gates of Vienna.
"Now we are witnessing
the third great expansion of
the Islamic religion. And
where," he asks, "will it stop
this time?" ❑
