Recently the U.S. govern-
ment reaffirmed its disregard
for Palestinian suffering by
standing alone in the United
Nations Security Council
with its veto of a resolution to
send an investigating team to
the occupied areas.

We know that continued
frustration leads inevitably to
violence, but we are morally
committed to condemn all
forms of terrorism. We call
upon both Israel and the PLO
to renounce their past use of
terrorism, and we urge both
parties to denounce instances
of terrorism committed by
any of their compatriots.
We appeal to the American
government to use its aid
policy to pressure Israel to
stop settlements in the oc-
cupied areas and to negotiate
with the PLO. We favor
discussion leading to a
predominantly Arab state of
Palestine existing alongside a
predominantly Jewish state
of Israel, with seucrity
guarantees for each state.

We believe that this is the
best way to fulfill the
legitimate aspirations of both
Palestinians and Jews to live
with full human dignity and
with freedom and security in
a state of their own.

exhort them to attack and
even overthrow it, have con-
cluded that, in view of the
constant burden of peril
borne by Israel's citizens, they
will support the government
when they conscientiously
can and stand aside, in
silence, when they cannot.
These modest souls, in the
latest phase of the left-right
debate, have come in for
special scorn and abuse from
the Israeli left.
On Feb. 21, 1988, writers
Yehuda Amichai, Amos Elon,
Amos Oz and A.B. Yehoshua
published a statement in the
New York Times called
"Silence of American Jews
Supports Wrong Side." In this
strident manifesto, they
demanded that "all friends of
Israel in the United States
speak up" against Israeli
policies in the territories and
pointed an accusing finger at
those American Jews who "by

their own silence are massive-
ly intervening in Israli
politics."
Since then, this theme has
been sounded many times by
Israeli leftists on American
campuses and in American
newspapers. Remarkable as is
the linguistic sleight of hand
by which U.S. Jewish
"silence" is made equivalent
to unwarranted intervention
in Israeli affairs, it is less
brazen than the contempt for
Israeli democracy, the
repudiation of Zionism and
the self-righteous belief in
their infallibility evinced by
such writers. Since their
litany of complaint about the
"silence" of American Jews
seems to call out desperately
for some cure, we prescribe
the one Oscar Wilde recom-
mended to the writer who
asked him to tell her what
she could do about the "con-
spiracy of silence" against her
work: "Join it, madam."
