During the late 1970s, he lead the movement to allow women to be ordained as rab- bis by JTS. Following his retirement as executive vice president, Kelman remained at the seminary to direct the Louis Finklestein Institute of Religious and Social Studies. Born in Vienna in 1923, Rabbi Kelman graduated from the University of Toron- to and was ordained by the Jewish Theological Seminary in 1950. During World War II, he saw active service with the Royal Canadian Air Force as a pilot. Rabbi Kelman was at the forefront of the social justice movement. In the 1960s, Kelman went to Selma, Ala., where he marched together with Rev. Dr. Martin Luther King Jr. Rabbi Irwin Groner, presi- dent of the Rabbinical Assembly, called him a "champion of pluralism, a wise and sensitive counselor, a strong advocate for Soviet Jewry, interfaith dialogue and the welfare of Israel." Rabbi Kelman was active in many ventures, including ser- ving as a former represen- tative to the U.S. Mission to the United Nations; chair- man of the American Section of the World Jewish Congress since 1986; a member of the board of directors of the Hebrew Immigrant Aid Socie- ty; and as director of the joint Placement Commission of the Rabbinical Assembly of America, the United Synagogue of America and the Jewish Theological Seminary. Taylor 17 10 Dave Weiner NEWS Bird Study Delays VOA Negev Station Tel Aviv 20 (JTA) — Con- struction of the Voice of America radio relay station in the Negev will be delayed for two years, pending com- pletion of a two-year survey on its possible damage to migrating birds, the Nation- al Council for Building and Planning announced last week. The National Planning Council voted 8-6, with one abstention, to approve the delay to allow for another two-season study of the bird migration problem. Reuven Irador, Israeli co- ordinator of the VOA pro- ject, said opponents of the plan hoped the Americans would become so tired of the battle with local protest groups that they would finally abandon its construc- tion. The U.S. government has continued its enthusiasm for the project, despite the thaw- ing of the Cold War. Advocates for the protec- tion of nature, particularly birds, base their opposition to the placement of the giant transmitters on the fact that Israel's Negev is a tradi- tional path for migratory birds, including storks and birds of prey, on their an- nual journey between their summer homes in Europe and their wintering grounds in Africa. Most migratory birds in Central and Eastern Europe use the Israeli land bridge between Europe and Africa. Many of those spending their summers in Western Europe travel via Gibraltar. Although it may be their first intercontinental flight, the birds' sense of the route is so inbred that hundreds of thousands of birds use the exact same route and over- night roosting fields year after year, both coming and going. Critics of the VOA relay station claim that high antennas directly under the birds' flight path, and espe- cially the high-level elec- tromagnetic radiations from the transmitters, can upset their navigational instincts. The selected site for the relay station also means that the Israel Defense Force must find new training areas, to avoid damaging Israel's wilderness areas and beauty spots, which the Society for the Protection of Nature in Israel wants to preserve for nature study and tourism. Potential danger to the health of residents of kib- butzim and villages in the Negev are cited as reasons for canceling the project, although the argument regarding possible birth defects or cancerous effects of the electromagnetic radia- tion was dismissed at previous meetings of the Na- tional Planning Council. Bilateral negotiations for building the station began six years ago, and the formal agreement was signed three years ago.
