Bonn (JTA) — A West
German industrialist accus-
ed of violating export and
tax laws to help Libya build
a plant to manufacture
poison gas says he fears for
his personal safety.
That comment, made
through his lawyer, was all
that Jurgen Hippenstiel-
Imhausen had to say at his
trial, which opened last
week in district court in the
city of Mannheim.
The trial is expected to last
until the end of July and
hear testimony from 28
witnesses and 13 in-
vestigators.
Hippenstiel-Imhausen, the
founder and former manager
of a chemical manufacturing
company bearing his name,
is accused of having played a
decisive role in planning and
constructing a chemical
weapons plant at Rabta, a
town in Libya about 45 miles
south of the capital, Tripoli.
The prosecution contends
he sent blueprints and mate-
rial to Libya without
government permission.
Hippenstiel-Imhausen, 49,
was arrested over a year ago
and jailed in Mannheim,

though under less than rig-
orous conditions. He has de-
nied the charges and con-
tends, as do the Libyan au-
thorities, that the Rabta
plant only manufactures
pharmaceuticals.
The Bonn authorities in-
itially rejected U.S. intel-
ligence reports in 1988 that
West German firms were
assisting Libya to manufac-
ture chemical weapons.
But by the beginning of
1989, Chancellor Helmut
Kohl conceded that his
government had prior
detailed knowledge that
German firms were involved
in the Rabta plant.
The Bundestag two weeks
ago adopted legislation that
makes it more difficult for
German firms to sell
chemical weapons abroad or
help other countries produce
them. The government also
said it would hire dozens of
specialists to monitor the
practices of companies
engaged in producing
systems or substances that
could be used for biological
or chemical weapons.
