James Baker:
"A master diplomat from Texas?"

When Secretary of State
James Baker indicated
about three weeks ago that
he might back sending a
United Nations' observer
force into Gaza and the West
Bank, he did not advance his
reputation, chides New Re-
public editor-in-chief Martin
Peretz.
Writing in his magazine's
"Diarist" column, Peretz, no
fan of the Administration,
says Baker's momentary
support for UN force "show-
ed yet again how little he
knows about the history of
[the Middle East] conflict.
The UN forfeited its creden-
tials as regards the safety of
Israel in May 1967, when U
Thant withdrew its forces as
soon as Gamal Abdel Nasser
instructed him to. Wherever
the UN flag has flown in the
region, in fact, it has proved
itself at once partisan and
incompetent . . . "
When, writes Peretz, after
a few days, the U.S. did
reverse itself on the proposal
about the UN, both Arabs
and Israel were furious. ❑
