Widlanski said. "The West
Bank is a natural tank trap,
it deters the entrance of
troops," he argued. "As such,
it deters war."
Widlanski dismissed the
argument that since Israel
and the Arab states have
missiles capable of hitting
each others cities, geography
has little meaning.
He said the wars of the last
20 years have shown that a
nation cannot win a war on
just missiles, but that the in-
fantry and artillery are the
main ingredients.
He said that if Israel had
to rely on unconventional
weapons alone, it would
make war more likely. "If
Israel can't depend on man-
power or geography to ab-
sorb the first blow, it moves
more to a preemptive strike
posture similar to 1967," he
warned.

Soldiers Often
Brutal To Arabs,
Court Told

Jerusalem (JTA) — The
former Israel Defense Force
commander in the West
Bank told a military court
this week that soldiers often
exercised brutality against
Arab residents, in violation
of standing orders and
without the knowledge of
their superiors.
He did not identify the
units in which such viola-
tions occurred.
Maj. Gen. Amnon Mitzna,
former chief of the IDF Cen-
tral Command, which in-
cludes the West Bank, ap-
peared as a prosecution
witness in the trial of Col.
Yehuda Meir, who is accused
of ordering his troops to
"break the bones" of Pales-
tinians.
The charges relate to
events in the villages of
Beita and Huwara, near
Nablus, in January 1988,
about a month after the in-
tifada began.
The defense does not deny
such orders were given, but
claims Meir was obeying ex-
plicit instructions from the
upper echelons of the IDF
and from then Defense Min-
ister Yitzhak Rabin.
Mitzna was visibly
angered when defense at-
torney Amnon Goldenberg
suggested that many field
commanders were prepared
to testify that he had ordered
them at the time to beat up
Arabs as a form of punish-
ment.
"I have never used such
terms as 'break their bones,
arms and legs,' " Mitzna
testified.
