Finland New
Transit Point

Jerusalem (JTA) —
Helsinki will begin its new
role this month as a transit
point for Soviet Jewish
emigres, but the Finnish
government's green light is
conditional on Israel's not
settling them in the ad-
ministered territories.

President Mauno Koivisto
of Finland told visiting
Israeli journalists that he
expected Soviet immigrants
bound for Israel to begin
passing through Helsinki
this month.
But a senior official of the
Finnish Foreign Ministry
said Finland would hold
Israel responsible for not
settling those immigrants in
the administered territories.
The official said Finland
would not accept the argu-
ment that Israel, as a free,
democratic country, cannot
tell its citizens where to live.

"Israel is capable, by
power of her control of the
West Bank, to ensure that
those immigrants arriving
via Helsinki will not reach
those areas," the official
said.
"This is not only a legal
point, it is a moral matter,"
he added.
Finland has resisted much
Arab pressure, including a
personal request from Yassir
Arafat, chief of the PLO, not
to accommodate the Soviet
Jews.
The Helsinki government
began issuing transit visas
within the last two months,
particularly to Jews in Len-
ingrad, a few hours' distance
from Helsinki across the
Gulf of Finland.
