sources, the U.S. action was
clearly conceived as a warn-
ing that would get the atten-
tion of an Israeli govern-
ment that has ignored U.S.

The issue of settlements,
Quandt said, has tradi-
tionally provoked such a re-
sponse from American ad-
ministrations. "We've gen-
erally agreed that there
shouldn't be settlement ac-
tivity in the occupied ter-
