Mr. Lutz was also a member of Temple Beth El. He leaves his wife, Frances; son and daughter-in-law, Dr. Richard and Karen of West Bloomfield; daughter and son-in-law, Janice and Robert Mann of Farmington Hills; sister and brother-in-law, Jean and Philip Soffa of Las Vegas, Nev.; brother and sister-in-law, Edward and Alice of Bloomfield Hills; three grandchildren. Celia Dzodin, 75, Pianist An early musical performer on Detroit radio during the 1930s, Celia Plotnick Dzodin frequently contributed her musical talents to numerous Jewish organizations in- cluding Pioneer Women, B'nai B'rith and ORT in Detroit and Miami Beach. Siegel Dr. Karl Stillwater Samuel Wohl Tel Aviv, May 3 (JTA) — Bulgaria recently became the fourth Eastern European country to renew diplomatic relations with Israel, broken in 1967 following the Six- Day War. Bulgaria's restoration of ties with Israel follows those by Hungary, Czechoslovakia and Poland. Only Yugoslavia and Albania among the Eastern bloc nations have so far held out against a resumption of rela- tions.
