Meet The Enemy;
It Is Us

From time to time an
American Jew is confronted
with the question: When is it
appropriate to criticize the
government of Israel from the
safe haven of the United
States? Usually, that is a dif-
ficult question; but it is clear
that a bright line was cross-
ed by the outrageous conduct
of the present caretaker
government of Israel in
secretly contributing $1.8
million to establish a Jewish
settlement in the Christian
Quarter on the eve of Good
Friday. This act of arrogance
and provocation should deep-
ly disturb every American
Jew who cares about Israel
and should be condemned in
the strongest terms.
There is not even the
pretense that this action was
taken in the defense of
Israel's security. It was a
calculated decision, born of
political opportunism and
religious fanaticism, that was
nothing less than a slap in
the face to the Christian com-
munity in Jerusalem and the
rest of the world. It is hard to
believe that the persons who
made this decision did not
understand its potential
damaging consequences. But
for reasons peculiar to the
sick state of Israel's political
system, they obviously did not
care.
Israel gets about $3 billion
a year in aid from the United
States and is seeking an ad-
ditional $400 million in
emergency aid to settle Soviet
Jewish immigrants.
American Jews comprise
about 3 percent of the popula-
tion of the United States.
Israel depends greatly upon
the goodwill of the U.S.
government and its citizens
who are mostly Christians of
various denominations. How
long can Israel expect to
receive enormous benefits
from the United States in the
face of behavior like this?
The philosopher Pogo once
said: "We have met the
enemy and it is us." Israel's
present political leadership
seems determined to live by
that creed. Jews everywhere,
and especially in the United
States, should exert their con-
siderable influence and power
to help bring the government
of Israel to its senses before
even worse self-defeating acts
are committed.

Americans Should
Stay Quiet

Thoughts on the peace pro-
cess in Israel. Some have said
and I agree, that Prime
Minister Yitzhak Shamir
never thought his peace plan
would be accepted by the
Palestine Liberation Organ-
ization. Shamir was foolish
and the Arabs are getting
smarter. Current PLO and
Arab thinking is "Take what
you can get now and consider
it just a down payment; in
other words, take another
slice of the Israeli salami un-
til it's all eaten up."
The Arabs ultimately can
never accept Israel as a
dominating factor in the Arab
world both from a religious
standpoint and psychological-
ly. The Islamic world is a
hegemony that disallows any
other power base within what
it considers its sphere of
influence.
The reluctance of Shamir
and Likud to accept his own
proposal stems from a not-so-
distant look down the road.
Although in actuality Shamir
is not being asked to
negotiate directly with the
PLO, in effect that is what
will be the result of any kind
of talks. If or when Palesti-
nians and Israelis sit down
together, the world will be set
on fire. Movement will have
been started. Diplomatic and
economic pressure on Israel
will intensify. Headlines will
shout "Peace At Last" and
Israel will have lost simply by
sitting down publicly.
Secretary of State James
Baker knows it. The PLO'
knows it. And Shamir knows
it. It's why Israel's former
Defense Minister Ariel
Sharon quit.
I sense a hardening at-
titude of the Israeli electorate
vis-a-vis returning territories.
Their rationale — it won't
bring peace. The latest poll
seems to indicate this. What
used to be a 50-50 split on the
territorial question has now
shifted to about '/3 for limited
concessions. At any rate, on-
ly the Israelis should make
this judgement. They're the
ones at risk and we should
keep our mouths shut.
