This has become apparent from the tense behind-the- scenes discussions taking place as the U.N. agency prepares for its annual Gen- eral Assembly. A flurry of diplomatic ac- tivity is taking place among the Americans, their Western allies, Israel and the Arab states. But the toughest talks are taking place between the U.S. representatives and the Arab bloc. The United States rejects any concessions: It does not want the PLO on the Gen- eral Assembly's agenda, it will not debate the subject and will not even agree to have it deferred to next year's session. That has been made clear by the chief U.S. delegate, Ambassador Morris Abram, who has been joined in the negotiations by John Bolton, U.S. assistant secretary of state for international af- fairs. The Arab health min-. isters, are reported to be seeking a face-saving for- mula. They are said to understand that it would be a mistake to press the issue of PLO membership. The dilemma was solved at this time last year, when the WHO voted to defer it to the May 1990 Assembly. The Arabs would suffer a serious loss of prestige if a similar deferral is denied them this year. They also have in mind a compromise, which would allow the Palestinian Red Crescent to be the conduit of the $18 million the WHO allocates annually for the health needs of Palestinians in the West Bank and Gaza Strip. While the Red Crescent, the Red Cross equivalent in Islamic countries, has been recognized by the Interna- tional Committee of the Red Cross, Israel considers it a front for the PLO. The Palestinian physician who directs it is Fathi Arafat, brother of PLO chief Yassir Arafat. The Americans enjoy so much clout here because they provide 25 percent of the WHO's budget. Congress voted last year to withdraw U.S. funding if the PLO was admitted.
