Washington (JTA) — Pres-
ident Bush signed the Hate
Crimes Statistics Act last
week marking the enact-
ment of the second major
bias bill in two years.
"By collecting and
publicizing this information,
we can shore up our first line
of defense against the ero-
sion of civil rights by aler-
ting the cops on the beat,"
Bush said at a ceremony at-
tended by 175 people in the
Old Executive Office
Building.
Religious groups had
worked in 1988 for passage
of the first hate crimes bill,
which created federal
penalties as high as
$250,000.

New York (JTA) — The
task of teaching basic
Judaism to Soviet Jewish
immigrants is a difficult one,
but Rabbi Moshe Boudilev-
sky has a big advantage: he
is also a Soviet emigre.
"It's more than just that
these people come in with
zero knowledge," said
Boudilevsky, who grew up in
Kiev and left the Soviet
Union 12 years ago.
"They've been brainwashed
for decades. Being Jewish in
Russia is a very negative ex-
perience."
After studying in Israel for
eight years and living for a
short time in Glasgow,
Scotland, Boudilevsky came
to the United States two
years ago.
In addition to teaching
Soviet immigrants at a
Brooklyn Jewish elementary
school, the rabbi also teaches
Jewish studies classes to
adults at a YM-YWHA in
the Brighton Beach area of
Brooklyn, home to
America's largest popula-
tion of Soviet Jews.
The program is co-
sponsored by Priority-1, a
national Jewish outreach
organization begun in 1987
that helps non-religious
Jews discover their Jewish
heritage.
Becoming observant is not
on the top of the priority list
when Soviet Jews come to
the United States.
"They come here because
life in Russia is intolerable,
and they fear for their
future," Boudilevsky said.
"But once they get here and
see observant Jews leading a
full life, they start asking
questions."
