• Other critics question a
national museum that does
not explore an American ex-
perience, that they worry
may help promote self-
serving history, or may
perpetuate what they regard
as an unhealthy obsession
with the Holocaust among
Jews.
Supporters of the museum
argue, writes Miller, that
after Israel, the largest
number of Holocaust sur-
vivors live in the United
States and that Americans
had helped free them from
concentration camps.
Miller seems to side with
the critics: "Spending more
on education, or building a
simpler, more austere, such
as the Vietnam Veterans
Memorial, . . . may have
been a wiser move."
But "ultimately," she
says, "views about how
memory of the Holocaust can
most honesty and effectively
be shared with future ge-
nerations is a matter of per-
sonal taste . . . It will be the
people who visit the national
museum, or those who shun
it, who will eventually
decide its value."

Shamir, Rabin
Back Reforms

In separate interviews in
U.S. News & World Report,
Israel's prime minister, Yit-
zhak Shamir, and former
defense minister, Yitzhak
Rabin, both back electoral
reform for their country, but
with different emphasis and
urgency.
Shamir backed direct elec-
tions of the prime minister,
but warned that this cannot
"be done in a few days. It's a
matter of months of inten-
sive work in the Knesset .. .
I don't know if changes can
cure all our illnesses, but
they'll help."
Rabin asserted that
Israel's political system is
"on the verge of collapse."
He urged that Israel adopt
"a democratic system, ad-
justed to Israeli society, that
can bring about a clear-cut
decision, or at least a
government that can make
decisions . . . We're entering
a period of political instabili-
ty. It's not very pleasant to
be a politician in Israel these
days."
U.S. News did not state
why it had interviewed
Rabin and not Shimon
Peres, the head of the Labor
Party to which Rabin
belongs and the politician
who has been asked by
Israel's president to form a
new government.
