Levy expressed defiance over the criticism, asserting that "it is the right of Jews to live everywhere, and to purchase or rent property in all parts of the land of Israel, and especially in Jerusalem." The 150 Orthodox Jewish settlers said they had no in- tention of leaving, though a district court in Jerusalem has ordered them evicted. The leaders of the Chris- tian churches in Israel an- nounced plans to close all of their shrines today to protest the Jewish settlement. The closing of the shrines is an unprecedented move. It is feared in the Ameri- can Jewish community that the anger over Israel's ac- tions may jeopardize the Shamir government's re- quest for $400 million in housing loan guarantees from the United States for the resettlement of Soviet Jews. This request is in ad- dition to the $3 billion in loans and assistance provid- ed for military and economic aid. Secretary of State James Baker testified before Con- gress last month that the administration would insist on guarantees from Jerusalem that U.S. loans would not be spent on hous- ing in the territories. Administration officials feel that the caretaker ° Israeli government is acting less than responsibly, and they are clearly angered over the recent settlement issue in the Christian Quarter. The relationship between Israel and America had already taken a downward turn over the failure of Jerusalem to take a positive step in regards to Washington's suggestions regarding the peace pro- posal.
