task of absorption in Israel,
those Soviet Jews still in the
USSR require at least one
strong uncompromising ad-
vocate and partner. This has
been UCSJ's only mandate
and mission.
Since the attack really
focuses on the UCSJ's right to
exist, ie., to fund our ac-
tivities from private dona-
tions, it should be known that
the entire UCSJ budget is
barely one-tenth of 1 percent
of the Operation Exodus goal
- far less than the CJF
federations are raising to pay
for NCSJ's and other Soviet
Jewry budgets. The projected
cost of the Moscow activity is
but a small fraction of that.
UCSJ poses no threat to
federation fundraisers. Older
than NCSJ, we are a 20-year
independent grassroots or-
ganization that seeks and
receives no funding from CJF.
UCSJ does not take funds
from Operation Exodus. In
fact, our leaders have been in
the forefront of many local
Operation Exodus campaigns
and will continue to be.
Judging by the positive
response to this latest UCSJ
initiative, "American Jews"
are not "confused by the
Union of Councils effort," as
Kraar asserts. If, however, he
and his colleagues were ge-
nuinely confused from "lack
of information," they could
have made a direct inquiry
rather than calling NCSJ and
publishing disinformation.
The Communist Party
youth organization's maga-
zine, Molodaya Gvardiya
(Young Guard), published in
its March edition the most
comprehensive attack on
Soviet and international
Jewry seen in an official
publication since Gorbachev
came to power. The 11-page
article, a compendium of
Pamyat-style invective, is
organized around the UCSJ
presence in Moscow last
October.
UCSJ expects to be attack-
ed by KGB and Pamyat. If we
were not, we would question
our effectiveness. But in 30
years of professional life in
Washington, I have never
heard of charitable organiza-
tions launching a public cam-
paign to block the fund-
raising and program capacity
of a sister organization and a
fellow member of the Con-
ference of Presidents.
We have no objection to be-
ing attacked on matters of
policy. We have engaged in
that ourselves when we felt it
vital to do so. But we have
never attacked the right of
another organization to exist.
It is regrettable that the
perpetrators of this shameful
attack on the UCSJ chose to
make it public. Neither Soviet
Jews or Operation Exodus
needed such a diversion.

Only Emunah
Will Have Effect
Gary Ibbin's article ("Look-
ing Again at Intermarriage,"
March 13) only offers am-
biguous strategies at best for
resolving the concrete pro-
blem of intermarriage. By
modulating one's response
between "guilt and disap-
pointment on one hand and
indifference and resignation
on the other," can parents
resolve the hard questions
that are posed to them when
their child announces his in-
tentions to marry a gentile?
Inevitably, parents who have
misgivings about intermar-
riage wonder, "Can I tolerate
a ceremony in a church; will
I be embarrassed to invite my
relatives and friends to such
an affair?" Clearly, modula-
tion in the face of such pro-
blems is ineffective.
rIbbin's statement, "Making
Judaism something that
children, young adults, and
adults want to do as opposed
to something that they ought
to do" sounds perfectly com-
fortable and inviting, but
regrettably misses the mark.
If one's commitment to
Judaism is based solely on
something that one "wants to
do," how well will that resolve
fair when challenged by a
conflicting "want" which in-
directly may undercut one's
practice and continuation of
Judaism. Namely, if a son or
daughter falls in love with a
gentile who wants to follow
his/her religion or no religion
at all, then one is left with
merely a conflict of needs.
How does one prioritize when
blinded by love?
Unfortunately, Tobin and
those who espouse his solu-
tions to the modern scourge of
our people - intermarriage -
fail to address squarely the
only point which can make
our Jewish youth willingly
forego temptations to main-
tain a solid commitment to
Judaism.
Emunah, belief in God and
His plan for Israel as reveal-
ed at Mt. Sinai, has provided
our people with the
wherewithal for the last 32
centuries to resist the
greatest pressures to succumb
to a non-Jewish lifestyle.
From the time the Jewish
people first entered Israel and
were challenged by the
heathens indigenous to the
land, to the 20th Century
when Nazi beasts attempted
to blot out every trace of
