Writing in the Washington Post's Sunday "Perspective" section, Raviv and Melman say that Israeli military strategists are "increasingly shifting their focus onto Iraq." "Intent on leading the Middle East's foremost power," Iraq's Hussein "has apparently decided that Iraq's historic moment has come. He survived the long Gulf War, naturally claim- ing victory. At home, Hus- sein clamps his political op- ponents into torture cells and oppresses the Kurdish minority to solidify his rule. Last week California offi- cials implicated an Iraqi dip- lomat in an alleged plot to murder two opponents of Hussein. Everything Hus- sein does . . . gains the vocal approval of the Arab League." Of greatest concern to Israel, write Raviv and Melman, is the Israeli and Western intelligence analy- sts' "near certainty" that "Iraq is trying to develop `the works' when it comes to mass destruction: a chemical arsenal, biological agents, nuclear bombs and the all- important delivery vehicles which would reach Hus- sein's two chief enemies, Iran and Israel." While Israel's policy is to possess weapons "far more powerful" than anything available to its enemies, the Jewish state "cannot count on indefinitely enforcing the so-called 'Begin Doctrine.' " This was articulated by Israeli Prime Minister Menachem Begin in June 1981 when he ordered Israel's air force to destroy a nuclear reactor being con- structed in Iraq because "the enemies of the Jewish people must never be allowed to ob- tain weapons of mass destruction." The doctrine, effective dur- ing most of the 1980s, now seems to be eclipsed by arms- building throughout the re- gion. The prevailing mood among Israel's senior military men was reflected by one retired Israeli gen- eral quoted in the Raviv and Melman piece: "The next war will be harder because of advanced technology. Chemical weapons will be used and the civilian popula- tion on both sides will be in- volved. The era of short wars in the Middle East is over and this will be total war of society against society."
