The Construction and
Housing Ministry now plans
to begin speedy construction
of 30,000 additional apart-
ments for new immigrants.
They are likely to be located
in Galilee and the Negev,
rather than the ad-
ministered territories.
The issue of immigrants
populating the territories
has halted the recent thaw
in relations between Israel
and the Soviet Union, where
most of the olim now come
from.
It has also put a strain on
Israel's relations with the
United States. Both super-
powers are demanding
assurances from Israel that
the immigrants will not be
settled on disputed land.
Israelis were angered by
President Bush's March 3
criticism of Jewish set-
tlements in East Jerusalem,
because they consider all of
Jerusalem to be their
sovereign territory.
Bush apparently was re-
ferring to the settlement of
immigrants in such
Jerusalem neighborhoods as
Gilo, Neve Ya'acov, East
Talpiyot and Ramot, all
built on land captured from
Jordan in the 1967 war that
was not originally part of
Jerusalem.
About 1,300 immigrants
were settled in those
suburbs between April 1,
1989, and March 31, 1990,
according to the Jewish
Agency report.
In contrast, the new units
planned by the Housing
Ministry will be built in
suburbs of such towns as
Carmiel in Galilee and
Sderot and Netivot in the
Negev, the report said.
