champion the underdog, and
your sympathy for the suffer-
ing of Palestinian refugees
comes as no surprise. But
before putting all the blame
for that suffering on Israel,
won't you, in fairness, at least
examine what part the
cynical policies of Arab states
over the years has played in
the equation?
Whatever concern may be
felt about Israeli co-operation
with the South African
government in military and
police areas, wouldn't it be
only right and proper to
weigh Israel's dealings with
Pretoria against under-the-
lap dealings by black African
states and by Arab states,
among others, with the apar-
theid regime?
Should Israel's record of aid
to independent African coun-
tries — aid based on what the
developing countries want
and not what developed coun-
tries think they ought to get
— be totally overlooked?
Should the experiences of
those of your African col-
leagues in the anti-apartheid
movement who have taken
crash courses in Israel, under
Israeli non-governmental
auspices, in organizational
skills viewed as critical
preparation for power-
sharing, be put aside as
irrelevant?
Peace in Israel is as tricky
a problem and as much in
need of good offices as peace
in South Africa.
Your attestation that in
working out a democratic
political process in South
Africa the interests of white
South Africans must not be
overlooked was as encourag-
ing as it was remarkable. I ap-
peal to you to follow it up with
a specific assurance to South
Africa's Jews that you care
about their feelings and their
rights.
I earnestly hope that when
you make such an overture,
South African Jews will res-
pond in the same spirit. It is

with that hope in view that I
am addressing this letter to
you in public rather than
private.
But there is little time to
lose. Resentment when un-
treated festers. ANC-Jewish
relationships are an acid test
for South Africa's future. If
your brothers and mine
should be diverted from the
path of mutual goodwill to
the byways of mutual
recriminations, the Promised
Land of a peaceful, pro-
sperous, equitable and non-
racist South Africa to which
you have dedicated your life
and for which you have
sacrificed your personal liber-
ty will remain an unfulfilled
dream. ❑
