Yeshiva in Bnei Brak, who
is founder and spiritual
mentor of both the Degel
HaTorah and Shas parties,
made his caustic remarks
about the kibbutz movement
at the Degel convention in
Tel Aviv on March 26.
Because the kibbutzim are
a traditional stronghold of
Labor support, his attack
was seen as a rebuff to
efforts by Shimon Peres to
induce the Orthodox parties
into a Labor-led coalition
government.
As president, a prestigious
but largely ceremonial office
in Israel, Herzog normally
avoids public commentary
on controversial issues. But
he is known to be deeply
troubled by divisiveness in
Israeli society and the re-
peated political crises. Five
governments have fallen
since he took office seven
years ago.
"I feel that one of our
public problems is the fre-
quent tendency to besmirch,
through generalization, en-
tire groups, without realiz-
ing that present in every
society are both the positive
and negative," Herzog said.
"Those who have never
heard the din of battle are
prepared to label as traitors
those who led the IDF to vic-
tory and success during its
shining moments. Unknown
soldiers who risked their
lives in the pre-State
underground organizations
for our independence
suddenly find that in the
eyes of a handful of people,
they are anathema."
His allusion was clearly to
the strictly Orthodox, who
claim exemption from
military service, which is
compulsory for all other
Israelis.
