Carter's recent swing
through the Middle
East did not endear him to
Israel and the Bush admin-
istration, according to the
"Washington Whispers"
column in U.S. News and
World Report. The column
which is edited by Charles
Fenyvesi, former editor of
the Washington Jewish
Week and the B'nai B'rith
Monthly, reports that
Carter's trip irked the White
House because, unlike his
recent diplomatic work in
Central America, Carter did
not coordinate it with U.S.
policy. "Washington Whis-
pers" also reported that Is-
raelis were "upset" by

Carter's "praise for Syria's
willingness to take part in a
peace conference and his
harsh words for Israel's
treatment of Palestinians."
Further "marring" the
mood of Carter's visit to Is-
rael was former Israeli
Prime Minister Menachem
Begin's refusal to meet with
Carter.

U.S. News pondered
whether Carter's meetings
with Middle East leaders
suggested he was "thinking
of reliving his glory days
when he negotiated peace
between Israel and Egypt."
The ex-prez has even offered
the Carter Presidential Cen-
ter in Atlanta "as an ideal
spot where he could mediate
between Israel and its
Syrian and Palestinian
foes."

Safire Says Baker Urged
Dole To Propose Aid Cut

In a secretary-by-
secretary evaluation of the
Bush Cabinet in the New
York Times Magazine.
Times columnist William
Safire revealed that Secre-
tary of State James Baker
III had "induced" Senate
majority leader Bob Dole to
publicly suggest taking aid
from Israel and Egypt and
give it to eastern Europe.
Baker then publicly
agreed with Dole's trial bal-
loon, which infuriated many
of Dole's colleagues, as well
as the spectrum of main-

stream Jewish organiza-
tions.
Safire used the arrange-
ment between Baker and
Dole to illustrate how Baker
"likes to exercise his power
through others." Dole was
used as a stalking horse "to
put the chill of a possible
loss of aid into the Israelis,"
wrote Safire.
Overall, according to
Safire, "the absence of crea-
tive tension [in Bush's cabi-
net] has generated little ex-
citement or innovation: no
stewing, all stewarding."
