The Likud claims that
both the Communications
Minister Gad Yaacobi, and
the Educational and Cultural
Minister Yitzhak Navon, are
trying to turn the second
channel into a "Labour par-
ty fiefdom" by proposing that
the new channel's broad-
casting hours be controlled by
Israel Television or Educa-
tional television. Navon
wants to have Educational
TV supply all the technical
support for the Second Chan-
nel, and to be paid for these
services.
Labor Knesset members
have suggested that the two
stations' broadcasting
schedules be intertwined, so
as to allow each station to
"share" the others' broadcasts
throughout the day. In this
way, it would widen the
number of broadcasting hours
under the station which is
under their direct control
with little investment from
Israel Television.
"Considering the past and
present relationship between
the two stations, it is difficult
to envision how this "joint-
cooperation" will be suc-
cessful," said Roni Feinstein,
another Labour Knesset
Member on the communica-
tions committee.
Environment Minister Ron-
nie Milo, the Likud minister
on the committee, says that
Labour is setting the stage
whereby they will be able to
"hand over" the operation of
the Second Channel to Paris-
based Jean Friedman, when
the tender for the new chan-
nel is finally announced.
Friedman has interests in
Europe's Radio 1 station and
a French cable-television
firm, and is a major con-
tributor to the Labour party.
"Israel has had a very bad
experience with television in
the past," he said. "We have
to be extremely careful with
the second station that we
don't repeat these mistakes!'
If the current legislation
does pass its second and final
reading in The Knesset next
fall, the politicians can then
move on to their next stage of
how best to control a private
television station: to decide
for the Israeli public what is
"fit" for them to watch. ❑
