Detentions Protested Jerusalem (JPFS) — An Israel-Palestinian human rights group has announced a month-long protest cam- paign against what it termed the "massive, uncon- trolled use of administrative detention" in the territories. The Israel-Palestinian Human Rights Committee said the campaign, involving several Israel peace groups, would include panel discus- sions, demonstrations, lobbying in the Knesset, a visit to the Ketsiot detention camp by MKs and publica- tion of reports on ad- ministrative detention. The activities coincide with the first anniversary this month of the military order cancelling judicial re- view of administrative detention orders, and the se- cond anniversary of the es- tablishment of Ketsiot. In a letter to Defense Min- ister Yitzhak Rabin, the IPHRC said that the deten- tion without trial of some 10,000 Palestinians in the last two years without judicial review was "a most serious violation of human rights." "Administrative detention cannot replace proper judicial processes," said the letter, signed by IPHRC co- chairman Edy Kaufman and Darwish Nasser. Moscow Rabbi Fears New Anti-Semitism Rome (JTA) — The chief rabbi of Moscow, Adolf Shayevitch, says his over- riding fear is the emergence of classic Russian anti- Semitism in the new at- mosphere of openness and freedom of expression in the Soviet Union. The pogromist spirit is al- ready abroad in the "absolute impunity" with which the fascist Pamyat group conducts its anti- Jew- ish ranting amid silence on the part of the authorities, Shayevitch said in an inter- view. But a leading Jewish au- thority on Eastern Europe is convinced that while the fears of Soviet Jews are understandable, there will be no pogroms in the Soviet Union, because neither the Red Army nor the KGB would tolerate them.
