medium sized businesses to
absorb the local labor force.

dustrialists have learned
much from Israeli industry
either by working for Israeli
firms or by providing sub-
contracting services to them.
Despite the official policy of,
encouragement, few joint-
ventures have been establish-
ed due to the restraints pos-
ed by the political situation.
Although concentrated in
industries such as food, tex-
tiles and quarries, Palesti-
nian entrepreneurs have per-'
formed admirably consider-
ing the difficulties they're fac-
ed with: no subsidies and lit-
tle industrial infrastructure,
a lack of credit, stiff competi-
tion from Israeli firms, and a
dearth of marketing and
packaging skills.
A major problem Palesti-
nian entrepreneurs face is
closed markets. Israel
restricts products coming
from the West Bank and Gaza
for fear they will undercut
their goods. Jordan demands
that West Bank and Gaza pro-
ducts must contain Jordanian
raw materials before being
sold. Arab boycott laws forbid
the exporting of West Bank
and Gaza product through
Jordan to other Arab coun-
tries as "they may contain
Israeli sub-components or
parts."
Awartani contends, how-
ever, that future exports to
the rest of the Arab world will
not be as easy as many of his
colleagues claim.
He doubts whether senti-
ment alone will be enough in-
centive for these countries to
buy Palestinian products if
they don't stand up to Euro-
pean price and quality
standards.
Another problem is that
Arab countries would pro-
bably put trade barriers to
Palestinian products. While
the future potential growth of
Palestinian industry will like-
ly be in the agro-industries
canning and processing, pickl-
ing, fruit juices, tomato
pastes, etc., other Arab coun-
tries are at about the same
level of industrial
development.
"I can also see them becom-
ing jealous over the fact that
the Palestinians can produce
these products and they can't
or don't. Free trade in the
Arab world is a long way
