Rights Group Raps Tax
Policy In Territories
Jerusalem (JPFS) — A
study of tax collection in the
territories, released by the
Israeli watch-dog group
B'tselem, charges that col-
lection methods often violate
Israeli civil and military
law, becoming a "means of
collective punishment" to
fight the intifada.
The military spokesman,
in a lengthy and detailed
rebuttal letter to B'tselem,
rejected the group's study as
"one-sided."
The B'tselem study notes
that according to Military
Order 1262, enacted in
December 1988, the issue of
licences and permits to Pa-
lestinians has been made
conditional on payment of
taxes. This order "would not
have stood the test of the
principles of Israeli law," ac-
cording to the report.
The study documents
several cases in which Order
1262 was itself violated by
the authorities:
• Palestinians were de-
nied permits because of
taxes owed by relatives.
• Identity cards have
been confiscated from Pales-
tinians to compel them to
pay taxes, or to pressure a
third party to pay taxes.
• Car registration docu-
ments have been confiscated
as a means of compelling Pa-
lestinians to pay taxes.
The report notes that since
many Palestinians have
failed to keep books or have
not paid taxes, they have
been subject to exorbitant
assessments.
