1•111111111111 ■ GRAND OPENING PPORTUNITY The possible settlement of Soviet Jews in the West Bank has infuriated par- tisans of Israel and of Pales- tinians. An editorial in the current New Republic attacks as a "red herring" the Soviet Union's rejection of direct Moscow-to-Tel Aviv flights because of Soviet Jews allegedly flocking to the West Bank. The Kremlin's original agreement to allow direct flights was "an un- characteristically responsi- ble act. And responsibility was called for: For decades, anti-Semitism had been one of the Party's hole cards, there to be played whenever the regime felt threatened. No wonder the hatreds of pre-revolutionary Russia survived seven decades of communism. And no wonder, perhaps, that Moscow has had second thoughts about its airline accord with Jerusalem!' The Israeli Prime Min- ister's recent comment that Soviet Jews would be fun- neled to the West Bank was "the perfect excuse" for Moscow to retreat from the agreement, says the New Republic. It was also "sheer polemics" by Shamir, since any program by Israel to set- tle Soviet Jews in the ter- ritories would persuade these "highly desirable peo- ple to simply stop coming: They are not about to leave their homes in unfriendly places like Tashkent and Baku in order to plant them- selves among even un- friendlier Arabs." But Edward Said, in a column on the New York Times' op-ed page, takes Shamir at his word. To Pa- lestinians, he writes, settl- ing Soviet Jews "on Pales- tinian land that in effect has been expropriated for that purpose consolidates a long history of their forcible displacement by Israel." "No matter what causes Jews to suffer elsewhere, somehow Palestinians are made to pay for it." Said, a Columbia Univer- sity professor who has been on the Palestine National Council since 1977, perceives U.S.-Israeli "complicity" so Soviet Jews could be a tool to avoid a Mideast peace. ❑ Arthur J.
