It has encountered resistance from Shamir and his Likud bloc over which group of Palesti- nians Israel will negotiate with. The pressure is on Israel to move forward, par- ticularly after Secretary of State James Baker indicated that his patience has grown thin. Peres had been urging Labor to break with Likud and try to form an alter- native government with the religious and leftist parties. Rabin had argued against haste, contending that the unity government is still the best bet for peace. But the very fact that Peres and Rabin announced their preparedness to see the government fall indicates their confidence in being able to form a government without Likud. If the Labor ministers vote Shimon Peres: Wants a vote. in the cabinet meeting to withdraw, the party's Cen- tral Bureau of more than 100 leaders will be asked to vote on the question. Then, Labor's Central Committee of about 3,000 members would formalize the deci- sion, which in turn would begin the process of calling for new national elections. All Labor leaders favor let- ting East Jerusalem Pales- tinians vote, as long as the physical act of casting the ballot is done outside the city limits of Jerusalem. Some in Labor, including Peres, favor allowing residents of East Jerusalem to run in elections as well. But anything to do with Jerusalem's status as Israel's united, eternal capi- tal carries tremendous emo- tional weight in Israel. As the left and right ap- pear to become more polarized in Israel, two mass rallies were planned by members of the Likud Cen- tral Committee for next week. One is being organiz- ed by supporters of Shamir's peace diplomacy and an- other by hard-liners who believe Ariel Sharon's warn- ing that any dialogue with the Palestinians would result eventually in a Pales- tinian state.
