As 'Ephemeral'

T

he Palestine Libera-
tion Organization
probably has not re-
nounced its goal of wiping
Israel off the map, according
to a book excerpt in the
B'nai B'rith's Jewish Mon-
thly
In an adaptation from
their forthcoming book, In-
side the PLO, journalists
Neil Livingstone and David
Halevy state that the "only
way to gauge the PLO's
fitness to rule [on the West
Bank and Gaza] and assess
its real intentions is to look
at its past, at its history and
thereby attempt to draw
some conclusions which may
serve as a guide to the
future."
Among their conclusions:
• A Dec. 8, 1988, state-
ment from Abu Iyad, the
PLO's number two man,
that suggests that the organ-
ization still adheres to a
"phased" conquest of Israel:
First creating a Palestinian
state in the West Bank and
Gaza, then eventually re-
covering all of Israel.
• PLO chief Yassir
Arafat, George Habash,
leader of the Popular Front
for the Liberation of
Palestine, and their genera-

tion of Palestinians may
have been so involved in
their armed struggle for so
long "that the Revolution is
even more sacred than
Palestine itself." They may
perceive Palestinian com-
mando/terrorist groups as "a
revolutionary vanguard that
would 'cleanse and purify'
the entire Arab world with
the destruction of conser-
vative and pro-Western
regimes."
• The PLO's "present
posture of accommodation
and compromise . . . could
turn out to be extremely
ephemeral." The intifada
may have simultaneously
"breathed new life into the
PLO and accelerated its
decline by catapulting a new
generation of Palestinians
— with different aspirations,
experiences and values —
into the struggle for
Palestine."
A "careful analysis" of re-
cent events, say Livingstone
and Halevy, "raises serious
doubts that the PLO will be
able to deliver on its prom-
ises and commitments, even
if it wants to. A far more
sinister interpretation holds
that the PLO has no inten-
tion of adhering permanent-
ly to its promises and com-
mitments, that it has always
had a secret agenda, and
that this agenda remains as
real as ever."
