Soviet Jobs Goal
Of New Venture

Milwaukee (JTA) — A
group of American busi-
nessmen have opened a job
placement office in Tel Aviv
to try to match arriving
Soviet immigrants with ap-
proximately 40,000 unfilled
jobs in Israel, many of them
calling for high skills.
That is just one facet of an
all-out effort to promote job-
producing projects in Israel
by the Committee for Econ-
omic Growth of Israel.
The committee, known as
CEGI, is chaired by Elmer
Winter, who believes that
employment in Israel is the
key to the successful absorp-
tion of Soviet Jews there.
Winter, a co-founder and
long-time president of Man-
power Inc., the world's
largest temporary employ-
ment agency, says "The
potential for massive
emigration from the Soviet
Union is a once- in-a-lifetime
event. We can't let it fail be-
cause there were not suffi-
cient job opportunities in
Israel."
The unemployment rate in
Israel is currently 9 percent.
The best solution, says
Winter, "is to expand the
economic base and produce
greater job opportunities."
He proposes to do that by,
among other things, pro-
moting profit-motivated in-
vestment in Israel. That is
possible, he points out, be-
cause of Israel's free trade
relationships with both the
United States and the Euro-
pean Community.
Meanwhile, CEGI has
published a new booklet in-
tended for distribution to
Jews before they leave the
Soviet Union. It is called
"Everything You Want to
Know About Getting a Job
in Israel."

Jerusalem (JTA) — A Jew-
ish immigrant from
Yugoslavia has pleaded
guilty to a series of security
violations in Haifa • District
Court. She will be sentenced
April 1.
Victoria David, who im-
migrated to Israel in 1987,
admitted to membership in
an illegal organization and
to passing "information to
the enemy."
According to police
records, David was recruited
in her native country in
1985 by Al Fatah, the bran-
ch of the Palestine Libera-
tion Organization headed by
Yassir Arafat.
