Kessler's group includes Andrew Frank, a former ad- vance man in the Michael Dukakis presidential cam- paign, and Mark Melman, a prominent Jewish pollster. `Dear Colleague' Letters Abound In Congress "Dear colleague" letters, always a popular way for legislators to express their feelings on issues, seem to Carl Levin: Better luck. get more plentiful in election years. Currently, there are more than a half-dozen letters in circulation that have at- tracted the interest of Jew- ish activists here. Rep. Ed Feighan (D-Ohio) and Sen. Arlen Specter (R-Pa.) have floated a letter calling on Soviet president Mikhail Gorbachev to expe- dite direct flights from Moscow to Israel. Sen. Paul Simon (D-I11.) is passing around a missive urging the Soviet leader to take a firm stand against the rise of anti-Semitism in his country, also the subject of a resolution by Rep. Tom Lan- tos (D-Calif.) and Rep. Hank Brown (R-Colo.). and another letter by Rep. Barney Frank (D- Mass.). Several letters focus on the controversial call by Sen. Bob Dole (R-Kans.) for cuts in foreign aid to top reci- pients — including Israel. A congressional Black Caucus letter, authored by Rep. Mervyn Dymally (D- Calif.) and signed by Rep. George Crockett (D-Mich.), among others, supports the Dole proposal, arguing that the problem with aid is not the overall amount, but the way it is being spent. So far, only 10 of the caucus' 24 members have signed on. Sen. Carl Levin (D-Mich.) has had more luck with a letter opposing aid cuts for Israel; currently, more than 70 senators have signed. And Sen. Rudy Boschwitz (R-Minn.) has teamed up with Rep. Bill Green (R-N.Y.) to produce a letter urging new action to repeal the United Nations "Zionism as racism" resolu- tion of 1975. As of last week, the Senate version of the letter had gathered more than 40 co-sponsors; the House version bore the signatures of more than 15 members, with more ex- pected. Drive Builds For Flights From USSR To Israel As reports of growing anti- Semitism in the Soviet Union continue to pour in — including rumors of pogroms allegedly scheduled for early May — a group of top Jewish activists met with Rep. Chuck Schumer (D-N.Y.) and Rep. Barney Frank Mass.) last week to brainstorm about solutions to the growing crisis. "We've been monitoring this situation for several ()- months," Schumer said. "In the last month, we've had reports of increased anti- Semitism, and we decided it was time to get our heads together and decide what to do." "I, for one, would be much less favorably disposed towards a waiver of Jackson- Vanik if direct flights are not instituted," Schumer said.
