Call The Jewish News 354-6060 Israel To Bar Husseini From Cairo Talks Jerusalem (JPFS) — Israel will consider Faisal Hus- seini ineligible for member- ship in the Palestinian dele- gation to the planned Israeli- Palestinian dialogue in Cairo, because of his links to the PLO and because he lives in East Jerusalem, offi- cials in the Prime Minister's Office said Sunday. Husseini, widely believed to be the leading PLO per- sonality in the territories, was remanded for four days on Friday on suspicion of providing funds for the Palestinian People's Army in the West Bank. Husseini has denied the charge. The U.S. State Depart- ment has censured Israel for undermining the peace pro- cess by insisting on pressing charges against Husseini. "Husseini is ineligible, because he is a PLO member and is also a resident of East Jerusalem," an official in the Prime Minister's Office said. Because of Husseini's PLO connections, he said, his presence in Cairo would add weight to PLO claims that elections in the territories are superfluous. "We won't fall into that trap," he- add- ed. If the Cairo talks are not properly structured by the prior getting of the Palesti- nian delegates, "you can say goodbye to the peace pro- cess," the official said. The composition of the Palestinian negotiation team is one of the major sticking points in the cur- rent diplomatic impasse. The team's makeup is ex- pected to be finalized in the long-delayed tri-lateral meeting between the foreign ministers of Israel, the U.S. and Egypt, tentatively scheduled for the end of next month. During last week's cabinet meeting, Prime Minister Yitzhak Shamir was em- phatic that the decision to arrest Husseini was not taken on the ministerial level and was not linked to the peace process, but rather was handled as a routine police and legal matter, sources said. Officials in the Prime Min- ister's Office say they do not know if Shamir was aware of the police intention to arrest Husseini. The cabinet was divided on the Husseini arrest. Communications Minister Gad Ya'acobi (Labor) I reportedly said that by ar- resting Husseini, Israel was making it more difficult for a representative Palestinian leadership to develop with which it could negotiate. "We must use some political judgment," Ya'acobi said. Only negotiations with West Bank Palestinians, he said, will prevent Israel be- ing forced to talk with the PLO, he said. Shamir retorted that the Husseini arrest was not a cabinet matter. Energy Min- ister Moshe Shahal (Labor) said the arrest only served to increase Husseini's political stature. Industry and Trade Min- ister Ariel Sharon reported- ly told the cabinet that there is evidence that Husseini is connected to terrorist activi- ty. He suggested that Israel exploit the fact that world attention is now being di- verted from the Middle East to expel Husseini. Minister-Without-Portfolio Avner Shaki (National Religious Party) was sharply critical of the U.S. for pro- testing against Husseini's detention. "It is intolerable that anyone, local and cer- tainly foreign, to interfere with the legal process in order to _change it or nullify it." Joint Cantorial Being Planned Miami (JTA) — As the Berlin wall continues to crumble day by day, plans for the first joint East-West cantorial festival scheduled for March are well under- way. The European East-West Spring Cantorial Festival, to be held March 14 to March 30, will feature concerts by six of the world's foremost cantors in Prague, Budapest, Amsterdam, Vienna and Warsaw. The festival will open in Prague with a memorial service at the site of the Theresienstadt concentra- tion camp, and include a Shabbat service in Prague. In Budapest, the cantors -- Chaim Adler and David Bagley of Toronto, Naftali Herstik of Jerusalem, Ben- Zion Miller of Brooklyn, Alberto Misrachi of Cleveland and Isaac Good- friend of Atlanta -- will be guests of Hungary's Min- istry of Tourism and the Central Board of Hungarian Jews.
