The Forum, headed by Natan Sharansky, has for a number of months sought Absorption Ministry permis- sion to place representative alongside the government clerks who deal with the immigrants upon arrival. The ministry has so far refused. Upon arrival at Ben- Gurion, each immigrant receives a form for an identi- ty card, membership in a health fund, his new oleh certificate and about $100 to get him through the first night in Israel. Speaking in Jerusalem two weeks ago, Sharansky said: "Some bureaucrats, who work very hard at the airport, don't want people there to advise the olim, because the olim will then make make more demands on them." In a letter addressed to Absorption Minister Yit- zhak Peretz in September, Sharansky wrote: "I am sure that the clerks of the Ab- sorption Ministry are faithfully doing their jobs. But the process requires immediate decisions, and the immigrant leaves there with the feeling that things are being forced on him without his being able to seek advice, in his language, from someone not part of the system." Peretz's reply to this letter was that Russian speakers will be found "who know how to explain to the im- migrant, in their language, everything he needed to know in order to make his arrival more pleasant and ensure a successful absorp- tion." Ministry spokeswoman Ida Ben-Shitrit said that her ministry employs numerous Russian speakers at the air- port. She explained that dozens of organizations want their representatives to be present when the im- migrants arrive. But because the initial process- ing takes place in cramped quarters, it is impossible to allow entrance to members of any of the organizations, she said. She denied claims that representatives of Gush Emunim are among those greeting the immigrants, and said that represen- tatives of the country's various youth groups are the only people at the airport besides clerks, journalists and visiting politicians. Jerusalem Post Foreign Service Awad's Brother Denied Visa Jerusalem (JTA) — The Israeli authorities are refus- ing to grant an entry visa to Alex Awad, an American citizen of Palestinian origin, who has been engaged to serve as minister of the Bap- tist Church in East Jerusalem. Although important American political and re- ligious figures, including some Jewish groups, have appealed on his behalf, their intervention has been futile. The Interior Ministry, which is in charge of entry permits, says Awad is in- eligible because he overstayed his last visa. He also worked here without a permit, according to Min- istry spokeswoman Tova Ellison. But many are convinced the reason is political. Alex Awad is a brother of Dr. Mubarak Awad, who headed the Center for Non- Violent Studies in East Jerusalem, which for- mulated ideas for non- violent Palestinian resistance to the Israeli presence in the West Bank and Gaza Strip. The Awad family lived in East Jerusalem until the late 1960s, when they moved to the United States. Mubarak returned in 1983. Alex, an ordained Baptist minister, came to Bethlehem in 1987 and taught at the Baptist college there. He was deported in June 1988, eight months after his tourist visa expired. His requests for a new visa have been repeatedly de- nied. Awad now lives in Ohio. A religious watchdog group, the Rabbinic Human Rights Watch committee, is urging the Israeli govern- ment to reconsider. One of its leaders, Rabbi David Forman, appealed to Interior Minister Arye Deri.
