EC Actions May
Hurt Science

Jerusalem (JPFS) — Offi-
cial circles in Jerusalem said
last week they hoped Europe
would resist an appeal by
the European Parliament to
suspend scientific coopera-
tion with Israel.
"I very much hope we
won't lose this connection,"
Arye Shumer, director-
general of the Science Min-
istry, told Israel Radio. The
resolution of the 518-
member parliament is not
binding on the 12 European
Community countries.
Shumer said EC officials
were due here in March to
approve 30 research projects,
including ones in marine
biology, biotechnology,
lasers and water research.
Israel Radio said a freeze
would cut university resear-
ch by $2 million. "For the
universities, the European
Community is one of the
most important channels for
receiving funds," Shumer
said.
Foreign Ministry sources
said the European Parlia-
ment adopted the recom-
mendation to pressure Israel
to reopen West Bank univer-
sities closed during the
uprising. The army main-
tains the universities are
centries of demonstrations
and violence.

Caspi, head of the national
investigation division, re-
ported a 50 percent rise in
the number of police files
opened on drug offenses. He
was particularly disturbed
by the increased consump-
tion of hard drugs, mainly
heroin.
The police confiscated 92
kilos of heroin and more
than 6,000 kilos of hashish
last year.
Kraus attributed many of
these problems to growing
polarization in society.
He said the police are fac-
ing tough times ahead be-
cause of shortages of per-
sonnel.
