"Second, Mr. Shamir cannot reasonably deny the Palestinian delegation the right to discuss final status during the initial talks on elections. What he needs from the Palestinians is a commitment to agree on and carry out elections before consummating talks on final status." The newspaper said that Arafat, for his part, "knows Israeli leaders can't let him be seen to choose or instruct the Palestinian delegates. Nor can he expect Israelis to resolve the issue of Palesti- nian statehood until both sides have built up con- fidence in one another — that is, after the elections and a period of Arab self-rule in the territories." The State Department also rebuked Shamir for propos- ing that large numbers of Soviet Jewish immigrants be resettled on the West Bank. Spokeswoman Margaret Tutwiler said that any U.S. funds provided to Israel will continue to be restricted for use only "inside the green lines," and not in territories won during the 1967 Six- Day War. "We have now seen the text of the Prime Minister's comments, and our characterization of them is that, frankly, they were not helpful," Tutwiler said. "Om- position is clear," she said, reading from a prepared statement. "We do not think that building set- tlements or putting even more settlers in the ter- ritories promotes the cause of peace. We do not provide U.S. government resources or funds for settlement of new immigrants in the oc- cupied territories. Our cur- rent program is explicitly limited to Israel, inside the green lines." Responding to questions, Tutwiler expressed hope that the Israeli government would not use any of its own funds for West Bank set- tlements which might become available as a result of additional U.S. financial assistance. Israel's critics in Washing- ton have often pointed out that Israel can move funds around from various budget categories if more U.S. aid is made available.
