Trade unions, once all
white, are now multi-racial,
and they are highly politiciz-
ed. Over 4 percent of all
university students and one-
third of all middle-managers
are black. There are more
black graduates and more
black women professionals in
South Africa than in all the
rest of Africa combined.
South Africa has the highest
rate of black literacy on the
African continent. Johan-
nesburg is now a black city,
day and night.
Since the repeal of influx
control in 1986, South
African cities have become
the fastest-growing in the
world, with people squatting
on the fringes and looking for
work, and crime escalating.
Massive infusions of capital
are needed to provide jobs. So,
to help, Congressman Wolpe
calls for increased sanctions
and disinvestment. Small
wonder that the great majori-
ty of persons directly affected
wish that such "help" had
never been offered.
I wonder whether Con-
gressman Wolpe would urge
sanctions against Detroit as
well, for its many ills. Would
sanctions, or investment,
help?
Congressman Wolpe must
be thinking of other African
countries when he says that
President deKlerk must, by
executive order, make im-
mediate changes in the coun-
try. While the franchise is
limited in South Africa, its
government is democratically
structured - it is not ruled by
presidential or military edict,
as most other African coun-
tries. Laws are deliberated,
debated, and discussed, not
merely proclaimed.
The correct policy toward
South Africa would eschew
sanctions and promote the op-
posite: investment. Engage-
ment, not withdrawal. Presi-
dent Reagan's policy of con-
structive engagement ought
to have been continued and
enlarged.
Greater influence and
change can be brought about
through contact, education
and exchange of information
than by isolation. As one
observer put it, "Isolation is
like trying to convert a coun-
try to Christianity by with-
drawing the missionaries."
What cultural message can
Japan, which is replacing the
United States in South
Africa, transmit to the people
of that country? El

Resettlement Funding
Spurs Emergency GA
The Council of Jewish
Federations has called an
emergency General
Assembly to be held Feb. 6
in Miami to discuss the
details of raising un-
precedented funds from the
American Jewish commun-
ity for the resettlement of
Soviet Jews.
Some 300 lay delegates are
expected to attend the one-
day session, which is closed
to the press "to allow for
open discussion," according
to a CJF spokesman in New
York. Mark Schlussel, presi-
dent of the Detroit Jewish
Welfare Federation, and
Robert Aronson, executive
vice president, will attend as
will Joel Tauber, Conrad
Giles, Bill Berman, David
Hermelin and Max Fisher.
Tauber is chairman of the
CJF Board Institute pre-
ceding the assembly; Berman
is CJF president.
The delegates will be de-
veloping a formula for com-
munities around the country
to pay for the resettlement of
40,000 Soviet Jews in the
U.S.
Up for discussion will be
plans to base a community's
dollar goal on the size of its
Jewish population or the
number of dollars raised in
last year's campaign.
Last week, the United
Jewish Appeal announced a
special $420 million cam-
paign for the resettlement of
Soviet Jews in Israel.
The special General
Assembly is only the second
in the history of the CJF. In
1979, delegates convened in
Denver to prepare a CJF re-
view. Normally, the General
Assembly is held each year
in November and attracts
more than 2,500 delegates.
