"and those priority countries
will be maintained."
At the Defense Depart-
ment, spokesman Pete
Williams told reporters that
Rabin was assured the U.S.
would remain "supportive of
Israel's economic and securi-
ty requirements."
State Department
spokeswoman Margaret
Tutwiler said she, too, had
"no reasons" to believe that
the U.S. would cut aid to
Israel this year.
The Washington Times
reported that the U.S. Em-
bassy in Tel Aviv, in a cable
signed by Ambassador Bill
Brown, had recommended in
recent weeks to the State
Department that Israel did
not need the entire $1.2
billion in proposed economic
assistance.
Tutwiler refused to con-
firm or deny the report but
did point out that all U.S.
ambassadors routinely pro-
vide assessments on
"ongoing needs in their
countries."
"If it [the cable] does ex-
ist," she continued, "it is an
assessment, not a recom-
mendation. We receive
assessments all the time at
the Department. Some are
acted on, many are not."
Regarding the peace pro-
cess, Tutwiler said that the
U.S., Israel and Egypt were
still "working" to arrange
the three-way meeting in
Washington. "We're conti-
nuing to work on
assurances," she said, refer-
ring to the continuing
discussions with both Israel
and Egypt.
She said Baker remained
personally very much in-
volved in the process. "He
always has a large portfolio
to manage, and he does that,
I think, very well," she add-
ed.
Rabin described the three
major points of contention as
involving the composition of
the Palestinian delegation,
the way it will be announc-
ed, h and agenda for the
Israeli-Palestinian talks in
Cairo.
"I'm not certain that the
gap has been narrowed," he
said.
But he indicated that he
had by no means given up
hope for the process. Indeed,
he expressed confidence that
the national unity govern-
ment in Jerusalem could
still overcome many of the
existing problems.
