Laws Extended

Jerusalem (JPFS) — The
Knesset on Dec. 27 extended
for two years the emergency
regulations which determine
the legal system in the ter-
ritories.
According to these regula-
tions, an Israeli citizen
accused of committing a
crime in the territories is
judged by a civilian Israeli
court under Israeli law. An
Israeli citizen living in the
territories pays taxes to the
Israeli government and not
the civil administration.

USSR Asked
To Resume Ties

Washington (JTA) — The
State Department urged the
Soviet Union on Jan. 11 to
restore diplomatic relations
with Israel before consider-
ing upgrading the Palestine
Liberation Organization's
status in Moscow.
"Any unilateral act to
enhance the status of the so-
called 'state of Palestine' can
only have a detrimental
effect on current peace
efforts," State Department
spokeswoman Margaret
Tutwiler said.
Tutwiler was reacting to
an announcement Jan. 10 by
the Soviet Foreign Ministry
last week that the PLO was
being allowed to
"reorganize" its mission in
Moscow to the status of em-
bassy. This also means that
the Soviet representative to
the PLO headquarters in
Tunis would be ranked as an
ambassador.
Tutwiler said that every
time Secretary of State
James Baker has discussed
the Middle East with Soviet
Foreign Minister Eduard
Shevardnadze, he urged the
Soviets "to restore full dip-
lomatic relations with
Israel."
