week with American
government officials and
Jewish community leaders,
Yitzhak Rabin, Israeli
Minister of Defense, fielded
questions for reporters, but
refused to address issues to be
discussed with Secretary of
State James Baker.
"You can ask me questions
related to the meeting, but
don't expect any answers,"
Rabin told reporters at a
news conference, following a
closed-door address before
the Conference of Presidents
of Major American Jewish
Organizations.
Rabin's scheduled meeting
with Baker follows reports of
growing frustration in
Washington over Israeli
stalling on the Baker five-
point peace plan for Israeli-
Palestinian talks.
Rabin addressed a number
of issues, including historic
developments in Eastern
Europe and their implica-
tions for Soviet Jews'
resettlement efforts in
Israel; the Syrian-Egyptian
rapprochement; and the
Middle East peace process.
"He spoke specifically
about the dramatic openings
in Eastern Europe and the
historic opportunity to bring
hundreds of thousands of
Jews to Israel," said
Malcolm Hoenlein, exec-
utive director of the con-
ference.
"But he said that the out-
come depends on Israel and
world Jewry. We have to be
prepared to offer help to
Soviet Jewish immigrants to
help settle them and in-
tegrate them," Hoenlein
said.
On the subject of Syria,
Rabin said that Syria now
feels insecure because they
are unsure of Soviet back-
ing. "The Syrians came back
to Mubarak and Assad had
to swallow his speeches of
the past 10 years."
But regarding Israel, he
reported that there has been
no decrease in hostility on
the part of Assad, and that
the IDF therefore must re-
tain its readiness in the
Golan Heights while simul-
taneously recognizing the
beginnings of change.
The intifada and Rabin's
role as minister of defense in
setting military policy were
the main topics of discussion

during the press conference.
Of specific interest was the
case of Col. Yehuda Meir,
who faces a court-martial for
following orders to break the
bones of protesting Palesti-
nians.
"I believe," said Rabin,
"that there is a tendency not
to understand, not to see the
problem the way it exists in
Israel. What's going on in
the territories -- it's not a
struggle about human
rights, or about other issues.
It's a hostile confrontation
between total different enti-
ties -- religiously, politically
and nationally.
"Therefore, you have to
look at the confrontation not

With more than 400,000
Israelis serving in the ter-
ritories, Rabin said that
there have only been
"several hundred" cases in
which soldiers or officers did
not "behave in accordance of
the laws. And the laws are
strict," he said.
According to Rabin, 99
percent of the activity by
masked Palestinians is
against Palestinians and not
Israelis. He told the Con-
ference of Presidents that in
1989 alone, 132 Palestinians
were killed by other Palesti-
nians.
Rabin is scheduled to
spend several days in Los
Angles, where he will ad-
dress the Simon Wiesenthal
Center, the Friends of
Hebrew University, the
Strategic Institute of UCLA
and a meeting of the Los
Angeles Jewish community.

Also during his visit, he is
scheduled to meet in
Washington with National
Security Advisor Brent
Scowcroft, Vice President
Dan Quayle, Defense Secre-
tary Richard Cheney and
with Secretary of State
Baker at the State Depart-
ment.
