One scenario involves Sen.
Claiborne Pell, D-R.I., who
recently announced his can-
didacy for a sixth term. Pell,
chairman of the critical
Senate Foreign Relations
committee, is facing a stiff
challenge from Rep.
Claudine Schneider, a
moderate Republican who
has close ties to President
George Bush.
Pell is lagging far behind
in fund-raising, according to
several political sources
here, and is running what
one political analyst called a
"tired campaign."
A Pell defeat could result
in some interesting shifts in
Senate committee
assignments. His most likely
successor at the Foreign Re-
lations committee is Sen. Joe
Biden, D-Del., who has
strong ties to the pro-Israel
community.
And a Biden move to For-
eign Relations would leave
the top slot empty at the
Judiciary Committee — and
next in line for that post is
Sen. Howard Metzenbaum,
D-Ohio.
Speculation has been rife
lately that Metzenbaum,
who is Jewish, would call it
quits when his current term
ends in 1995. But the chair-
manship of the powerful
Judiciary Committee might
just cause Metzenbaum to
rethink his position.
In the Rhode Island race,
Pell is expected to corner the
market in funds from pro-
Israel political action com-
mittees by virtue of his in-
cumbency and his powerful
position in the foreign af-
fairs establishment.
But pro-Israel activists
would not be disappointed to
see Biden take over the post.
Dictator's Fall Solves
Activists' Problems
The fall of Romanian dic-
tator Nicolae Ceausescu has
settled one of the more con-
founding problems for
Jewish activists here.
Despite Ceauscescu's
reputation for running one
of the harshest and most cor-
rupt regimes in the Eastern
Bloc, Jewish activists in
Washington —under strong
pressure from Israel — have
periodically found them-
selves defending favorable
trade arrangements for the
Romanian government.
