— increasingly identifying as
Palestinians and a majority
in the Galilee — will be the
magnet for that statelet.

"Palestine," but Arab politics

come to them.
Israel, many argue, is a
regional military power

most of the territories and re-

against Syria or any combina-

Israel's current military

Without borders expanded

straints, how will Israel

Bank and Gaza Strip neces-
sary to ensure mobilization of
its civilian army? Through in-
ternational guarantees like
those which failed in 1956
and 1967? Through the cour-

tesy of "Palestine?" Or
• United Nations observers?
And what happens to Israel's

military edge when demili-
tarized "Palestine" invites
Iraqi forces in to protect it
from Israeli provocations, or
from Syrian threats?
Questions such as these
caused Aharon Levran (Brig.
Gen., Ret.) to break with
colleagues, including Gazit,
at the Jaffee Center for
Strategic Studies when they
concluded that, difficulties
notwithstanding, Israel even-

tually would have to deal
with a West Bank and Gaza
▪ state.
"Palestine," tiny and un-
stable, will find a hinterland,
either in Jordan or Israel.
Therefore, as Ambassador
•• Alan Keyes has said, Israel
cannot be left with sole
▪ responsibility for solving the
problem of Palestinian Arab
self-determination.
