Washington director for the
Council of Jewish Federa-
tions, has been in almost
daily contact with dissident
Jews in Czechoslovakia.

During the recent revolt of
the Jewish community in
Prague against the leader-
ship of a Jew installed by the
Communist Party, Talisman
offered moral support and a
little advice to the
dissidents. The student
revolt culminated in a
manifesto which the
students nailed to the out-
side of a Prague kosher res-
taurant, demanding the
right to choose their own
community leaders — a

quest that ultimately suc-
ceeded.
Talisman pointed out that
the real story in
Czechoslovakia is the
parallel rebellion of the
Jewish community
alongside the broader rebel-
lion against the communist
party there.
"The bottom line is that
what we're seeing is the
revival of a totally vibrant
community," he said.
"They've been talking to us
throughout this frantic
period, but they've done it
themselves. These are just
some of the most incredible
people I've ever en-
countered."

Owens Alienates
Syrians For A Change

The unpredictable Rep.
Wayne Owens, D-Utah, has
had his problems with the
pro-Israel community.
But recently the legislator
outraged Syria's outrageous
president, Hafez al-Assad —
an act that won Owens some
points with the people who
dole out pro-Israel dollars.
It happened during a re-
cent trip to Syria in which
Owens, who has tried to
position himself as a major
player in Middle East af-
fairs, met with high-level
Syrian officials in prepara-
tion for a meeting with
Assad.
But Owens did not tell the
Syrians what they wanted to
hear. The legislator, accor-
ding to Capitol Hill sources,
gave a stern lecture on this
country's commitment to
Israel's survival.
And as a result, Owens'
meeting with the intractable
Assad was canceled.
Owens, the only Democrat
in the Utah congressional
delegation, has been
targeted for defeat by the
Republicans. His earlier
travels to the Middle East
have caused him some trou-
ble with pro-Israel groups,
whose support he needs to
